Dominance in this city is a position of power, but fame tends to be a fickle thing. This is the way royalty runs in the city; how they earn it, how they keep and and how they lose it. In all packs, if you become th mate of an existing higher power, you will obtain a position yourself.

How they earn it; The position of "Commanders" of the pack are usually inherited from their children if they are old enough. However, if no heirs are availible after the death of both Commanders, the Enforcers will step up to the role and rule in the Commander's place.
How they keep it; The Commanders of the pack are very well admired by their pack mates due to their strength, compassion, justice and their other qualities. Not to mention, that the whole pack all strive towards a common goal. Because of this, they aren't challenged for dominance at all unless the commander becomes a tyrant.
How they lose it; Commanders only lose their position by death.
