NOTE; Just a little information on the Neutral Lands to avoid confusion.
The buildings and places found closer to the center of the city have been declared neutral and therefore can not be claimed by any pack or small gang.
Any wolfdog, wolf or dog are free to be in these areas without fear of injury or death. But although they offer safety and a good rest, many avoid them so you don't find a whole lot of canines here. And when you do, you will most likely be ignored anyway.
But there are a few pack members that slink in the shadows of the "safe" Neutral lands, waiting to pounce any loner that comes through, leaving a single loner to the mercy of a gang of well-trained canines or lupines.
Be on your guard.
